First meeting of the Coordinating Council of the Republic of Azerbaijan on Transit Freight was held at Baku Business Center in November 13th 2015.
In his speech, Minister of Economy and Industry, Chairman of the Coordinating Council of the Republic of Azerbaijan on Transit Freight, Mr. Shahin Mustafayev stressed that economic diversification and development of non-oil sector is the social-economic priority area of the President of the Republic of Azerbaijan. Currently, about 70% of the economy falls into account of non-oil sector. Development of non-oil sector is one of the main objectives in "Azerbaijan 2020: Vision of the Future" Development Concept and the works done according to this Concept will further enhance the role of the non-oil sector of the economy until 2020.
The transport sector, in particular the transit freight, is the main important part of this area. A number of large-scale projects are carried out to increase the transit potential of our country and large-scale public investments are directed towards this area. Launching Baku International Sea Trade Port and Baku Shipyard, reconstructing of Baku-Boyuk Kesik railway line and constructing of Baku-Tbilisi-Kars railway line projects, as well as the construction of international airports play an important role in strengthening the transport infrastructure and expand the country's transit potential. Being a great political and economic significance, North-South international transport corridor will create opportunities to increase the volume of freight and passenger traffic several times.
The Coordinating Council on Transit Freight was established by Decree of the President of the Republic of Azerbaijan dated October 21, 2015 in order to use the transit potential of our country more extensively and effectively. The main tasks of the Coordinating Council are to implement a single, flexible and transparent tariff policy, to simplify the border crossing procedures, as well as to ensure coordination among the government agencies in the field of transit cargo transportation.
In the meeting, discussions were held related to current situations in transit cargo transportation and to increase the efficiency of transactions in this field.
At the meeting, decision was made to prepare proposals for transparency and simplification of procedures via railway and sea transport, for operation of port facilities, for optimization of tariffs in marine terminals, for freight forwarding services and for other services provided at the sea port for transit cargo transportation. And also, several decisions were made in the meeting to take necessary steps toward conducting the registration of transit cargo transportation contracts, submitting relevant information on the creation of the electronic portal, taking necessary measures to simplify the procedures in the field of transit cargo transportation.
